The Government of Tonga is seeking to appoint a Trade Advisor to work in its Ministry of Labour, Commerce & Industries for a 2 year term, renewable after the first year. Expressions of Interest are invited from experienced and motivated individuals dedicated to improving Tonga’s gains from trade and maximize the country’s benefits from trade agreements to which
it is a party. The Trade Advisor will control specific tasks and management functions including, but not limited to:
• Advise the Ministry on WTO matters and assist the Ministry to adapt to the required trade regulatory reforms so as to maximize gains from regional and
international trade;
• Advise the Ministry on regional and multinational trade agreements and
conventions, including WTO, EU-ACP Economic Partnership Agreement (EPA),
PICTA and PACER Plus;
• Prepare a national policy and strategy for Aid for Trade (AFT) as stipulated in
WTO and other multilateral trade agreements;
• Assist the Ministry in implementing its 3 national policy instruments ( national
private sector development strategy, national investment strategy and national
export strategy);
• Prepare project proposals for funding by donors and development partners;
• Assist with discussions and consultations within the Government of Tonga on
overcoming demand and supply side issues relating to trade;
• Assist with discussions and consultations between Tonga and donors/development partners to improve networks between the Ministry, private sector and donor community so as to build Tonga’s trade capacity.
Essential & Desirable QualificationsRelevant tertiary qualifications preferably in international economics; or a related discipline. A strong background in trade negotiations and relevant work experience in trade development.
